No, they don't play this game out on the carrier. It's just what they call this system of keeping track of all the airplanes on the boat.

Each airplane has a cut-out to represent it. The tacks are color coded with who is in line to fly off next.

The jack means that the plane is physically up on a jack being worked on by maintenance crews.

All these moving parts on the board correspond to the moving parts on the carrier deck. It's a pretty low-tech way to keep track of it all, but they have found it to be the most convenient way too.
